Owners of listed cultural monuments in the Czech Republic can access several state and co-financed grant schemes designed to offset the cost of preservation works. The primary gateway is the National Heritage Institute (NPÚ), whose regional offices administer applications, inspect works, and issue binding opinions on proposed interventions.

State Monument Care Contribution (Příspěvek ze státního rozpočtu)

Under Act No. 20/1987 Coll. on State Monument Care, the Ministry of Culture allocates annual contributions to owners of immovable cultural monuments. The contribution is not an automatic entitlement — applicants must submit documentation demonstrating the necessity of the proposed works, accompanied by a detailed restoration study and cost estimate prepared or countersigned by a licensed restorer (restaurátor).

Applications for the following calendar year are submitted to the NPÚ regional office between October and December. The Ministry of Culture publishes the final allocation schedule in January. Projects approved in principle may begin after written confirmation; this typically arrives in February–March.

Programme for the Regeneration of Urban Landmark Zones (Program regenerace MPR a MPZ)

For properties located within a Protected Urban Monument Zone (Městská památková rezervace or Město­ská památková zóna), a separate programme administered jointly by the Ministry of Culture and municipalities provides co-financing. The municipality must be a participant in the programme and must include the property in its annual regeneration plan.

The contribution rate from the state under this programme reaches up to 70% of eligible costs for church and public buildings, and up to 50% for privately owned listed buildings. A municipality's own contribution of at least 10% is mandatory.

EU Structural Funds: IROP and Operational Programme Environment

The Integrated Regional Operational Programme (IROP) priority axis 5 — "Environment for regional development" — has funded heritage preservation projects in the 2014–2020 and 2021–2027 programming periods. Eligible applicants include regional authorities, municipalities, church organisations, and non-profit associations. Private owners are not eligible for IROP heritage grants directly, but may benefit through municipal or regional co-financing arrangements.

The Operational Programme Environment (Operační program Životní prostředí) covers flood protection measures relevant to monuments located in flood-prone areas, including waterproofing and drainage improvements — a significant concern for riverside sites in southern Bohemia and southern Moravia.

Licensed restorers in the Czech Republic must hold certification from the Ministry of Culture under § 14a of Act No. 20/1987. The register of licensed restorers is maintained by the NPÚ and is publicly searchable at npu.cz. Any restoration work on a listed monument carried out without a licensed restorer's supervision will disqualify the project from state funding and may result in administrative sanctions.
